Neighborhood Dispute May Have Led To Fatal Random Shooting

Metropolitan police investigators spent Friday canvassing the Southeast Washington neighborhood where a woman was shot and killed by a stray bullet while watching TV inside her home.

Dorine Fostion, 46, was shot Wednesday night in her apartment on Robinson Place. Fostion's daughter, Ryan, was in the apartment at the time of the shooting.

"She just said, 'Ryan, come here,'" Ryan said. "And I said 'Mom, what's wrong? Are you OK?' I said, 'Don't tell me you've been shot,' and she just nodded her head."

Fostion died a short time later at a local hospital.

Thursday evening, police officers setup a roadblock and handed out fliers on Robinson Place in hopes of getting information that will help them make an arrest in the case. On Friday, detectives were seen knocking on doors and handing out fliers. They said they are making progress. They said the shooting possibly resulted from an argument between two groups of people who live on Robinson Place.

"Possibly there is a motive as far as maybe some, I guess, a street argument between two groups in that neighborhood," said Capt. C.V. Morris. "So that's the angle we're taking at it right now."

He said it appears there was a feud between two groups at each end of the street, but he doesn't know what the feud was about.

D.C. Mayor Anthony Williams called the shooting "senseless" and appealed to people to come forward with information.

"She was in her home, a place she thought was safe," the mayor said in a statement. "Home is where we all need to be able to feel safe. The individuals responsible for this tragedy will be arrested and brought to justice. Nothing can be done to bring back Dorine, but these people need to be punished for the crime that they committed."

Police also said another stray bullet barely missed a woman who was feeding her baby in an apartment across from Fostion's. Jurette Slater told News4 the bullet landed above her son's crib.

Two hours before Fostion was shot, police said there was another shooting in the same area. Police said a bullet grazed a young man, and D.C. Police Chief Charles Ramsey said police are checking to see if there is any connection.

Ramsey said the shooting is "devastating" and Fostion's relatives echoed that sentiment. Ryan Fostion said her mother was known to the neighborhood as "Mom" for her generous spirit.

"She pretty much would feed anybody. She would give her last to anybody," Ryan told News4. "She was that kind of person and whoever did this, they just don't realize how much pain they have caused all my family and me."
